Reconsideration Committee Recommendation on RR 04-2

[RC 04-2] On 24 July 2004, Danny Younger sent a request for reconsideration via e-mail to reconsider@icann.org noting that the web archive for the ga@dnso.org mailing list was not functioning properly, and that staff had not responded to requests to rectify the problem. The problem, which was an inadvertent technical failure, was corrected by staff before the reconsideration process commenced. In order to close this matter, the Reconsideration Committee has approved sending the following message of thanks and apology to Mr. Younger:


Dear Mr. Younger,

I write to you in my capacity as Chair of the Reconsideration Committee of ICANN's Board of Directors with respect to your reconsideration request concerning the archives of the GA list.

Please be advised that your request has been posted on the ICANN website as Reconsideration Request 04-2, at http://www.icann.org/committees/reconsideration/younger-request-24jul04.htm. Your request has also been added to the list of reconsideration requests on the Committee web page at http://www.icann.org/committees/reconsideration/. On behalf ICANN please accept my apology for the internal communication failures that have delayed me from getting back to you on this.

We currently receive tens of thousands of pieces of spam for each legitimate request for reconsideration sent to reconsider@icann.org. Please note that at http://www.icann.org/committees/reconsideration/temp/, we have posted a mock-up of a web-based reconsideration request form that we hope to implement very shortly. We hope that this new system will help ensure that requests such as yours receive all due timely attention. I'd appreciate hearing back from you if you have any comments or suggestions for improving the new web-based reconsideration request form.

As to the substance of your request, I am informed that the archives of the GA list are now functioning properly. I share your view that "informed participation is vital" in order for ICANN to be successful. I will forward a copy of this message to Kieran Baker (ICANN's General Manager, Communications and Public Participation) and Denise Michel (Executive Director, At-Large) in order to request a careful review of your eloquent petition for enhanced mechanisms for informed participation in ICANN by the global Internet community.

Thank you for bringing the serious issues raised in your request to our attention. Also, multi thanks for your concern and interest.
