ICANN Presents Estimated SSAD Costs and Fees to the GAC

On 11 January 2022, the ICANN organization (ICANN org) met with the Governmental Advisory Committee (GAC) for a briefing on the progress of the Operational Design Phase (ODP) for the System for Standardized Access/Disclosure (SSAD) to Nonpublic generic top-level domain (gTLD) Registration Data. During the session, the SSAD ODP project team presented the estimated costs and fees associated with the SSAD, as well as conclusions the team drew from its work, and fielded questions for discussion. The final product of the ODP is an Operational Design Assessment (ODA), which is expected to be delivered to the Board and published next month.

This briefing provided an opportunity for GAC representatives to ask questions about the estimated SSAD costs and discuss the SSAD ODP in an informal environment. On 20 December 2021, members of the ICANN org and the Board met with the Generic Names Supporting Organization (GNSO) Council and some members of the Expedited Policy Development Process (EPDP) on the Temporary Specification for gTLD Registration Data Phase 2 team to brief them on the same content that was presented to the GAC.

These meetings offered a high-level introduction to the costs and overall findings of the ODP. About the SSAD

The SSAD is a mechanism proposed to centralize requests for nonpublic registration data  outlined in Recommendations 1-18 of the Final Report of the GNSO EPDP on the Temporary Specification for gTLD Registration Data Phase 2. Due to the resource investment and complexity that would likely be required to implement the SSAD-related policy recommendations in a timely and predictable manner, the ICANN Board requested an ODP to inform its deliberations, including whether the recommendations are in the best interests of the ICANN community or ICANN.
