This Revised Draft Strategic Plan reflects comments received during a public consultation held between December 2018 and February 2019 on the Draft Strategic Plan for Fiscal Years 2021–2025, and at a public session held at ICANN64 in Kobe, Japan.

A summary of how comments were considered in the Revised Plan is available in a document that lists, sorted by contributor, comments received and ICANN organization's responses. The summary document can be found on the Strategic Plan Public Comments proceedings page.

The Public Comment process and session at ICANN64 yielded helpful and specific clarifications, but no fundamental substantive changes or feedback. Therefore, as a next step, the Revised Draft Plan will be presented to the ICANN Board in June 2019 for consideration and adoption. The affordability of this Strategic Plan will be considered as part of the Five-Year Operating and Financial Plan currently under development.

Strategic Planning at ICANN

Strategic planning is a fundamental part of ICANN's governance, mandated by the organization's Bylaws. The five-year strategic plan is a core element of ICANN's threefold planning process cycle, along with a five-year operating and financial plan, and the annual operating plan and budget. Strategic planning sets a direction toward a desired future and lays out the critical outcomes and specific accomplishments identified as necessary to successfully serve ICANN's mission and fulfill the vision.

ICANN's mission is to help ensure a stable, secure, and unified global Internet. To reach another person on the Internet, you need to type an address – a name or a number – into your computer or other device. That address must be unique so computers know where to find each other. ICANN helps coordinate and support these unique identifiers across the world. ICANN was formed in 1998 as a not-for-profit public-benefit corporation with a community of participants from all over the world.
