ICANN Hires Domain Name Policy Expert to Head Engagement in China

Beijing, China… Internet Corporation for Assigned Names and Numbers (ICANN) today announced that Jian-Chuan Zhang has been appointed as the Head of China and will join the organization on 17 April 2017.

Zhang will replace his predecessor Song Zheng and join the Global Stakeholder Engagement team in Asia Pacific. He will be operating out of the ICANN Beijing Engagement Centre.

"I would like to thank Song for his service in ICANN over the past three years, where he played a key role in starting the Beijing Engagement Centre's operations. During this time, we have seen significant growth in the Chinese multistakeholder community's participation in ICANN," said Jia-Rong Low, Vice President and Managing Director, ICANN Asia Pacific hub.

"I am confident that Jian-Chuan will be able to contribute to the APAC hub team, and to facilitate our Chinese multistakeholder community's participation. It is important that all stakeholders have a voice in ICANN policy and advice development. I'm sure Jian-Chuan will be able to take our existing engagement with China to the next level."

Zhang joins ICANN from KNET, where he currently serves as Senior Researcher and Director of Public and Policy Affairs. In this role, Zhang actively participated in ICANN consensus policies development including topics such as Internationalized Domain Names (IDNs) and New gTLD Subsequent Procedures. He was also involved in the proposal discussions for Internet Assigned Numbers Authority (IANA) stewardship transition.

Zhang began his career in China Internet Network Information Centre (CNNIC), which formed his roots in the domain name industry. He has a Master of Arts in Public Management/Policy from Renmin University of China and a PhD in Public Administration from Northern Illinois University.
