This document serves to notify ICANN and the US Department of Commerce
that
Higgs Communications intends to continue to pursue the top level domain
name applications that were filed by Simon Higgs in 1995/1996.
All applications cited below are acknowledged in "The IANA's File of
iTLD
Requests", which was submitted to the International Ad Hoc Committee
(IAHC)
by Jon Postel of the IANA on Dec 5, 1996, and is available for review at
the following URL:
http://www.gtld-mou.org/gtld-discuss/mail-archive/00990.html
The following top level domain applications were filed in accordance
with
RFC1591, and per the directed instructions of IANA. Each application was
submitted to "hostmaster@internic.net" using the applicable domain name
template. InterNIC provided tracking numbers and also provided email
confirming that the request had been forwarded to the IANA for
delegation.
In addition, duplicate requests containing the InterNIC tracking number
were sent directly to the IANA, per instructions provided by Jon Postel.
The InterNIC tracking numbers are noted alongside each request.

Plans and charters for each top level domain application are available,
but
are subject to revision in order to meet the [as-yet-unannounced] ICANN
final requirements. DNS has been operational and verifiable since the
application dates.

Simon Higgs has worked extensively in the area of new top level domains,
and collaborated with Jon Postel on the original "Postel Draft" plans
for
introducing new registries and new top level domains. Mr Higgs was the
first to define the 'shared top level domain registry/registrar' concept
(SRS) in an internet draft entitled "Top Level Domain Classification and
Categorization". He also founded the first mailing list 'shared-tld' to
specifically discuss the feasibility of shared registry/registrar
protocols.
