Unplanned outage	4 hours
Major upgrade outage	12 hours
Check domain average	3 seconds
Add domain average	5 seconds

Notes:

Two "Major Upgrades" per year are allowed, each of which may last 12 hours.
Registry Operator and ICANN will discuss in good faith addition of appropriate metrics for nameserver packet loss and round-trip times.
