This file specifies version 4 of the Maximal Starting Repertoire (MSR-4) as defined by the Integration Panel, for use in the development of the Root Zone LGR (RZ-LGR). For details on how to use this file as well as its status, or the methodology used in creating it, see the document named: "Maximal Starting Repertoire - MSR-4: Overview and Rationale" and documents cited therein. The format of this file follows RFC 7940.
The "ref" attribute for each code point or range indicates the Unicode version for which the corresponding code points were first encoded (for example, ref="4" means a character was first encoded in Unicode Version 3.1). References ZH and JP indicate ideographs that originated from the respective Chinese and Japanese IDN tables for the second level, while HK, IIC, and YY indicate Hong Kong (HKSCS), IICORE, and Yoyo-Kanji originated ideographs.
The "tag" attribute for each code point or range indicates the script or scripts that the code point is used with, using Unicode script identifiers, preceded by "sc:".
The default WLE rules, including both <rule> and <action> elements apply to any LGR proposed for integration into the RZ-lGR and must be copied into that LGR's XML file. Additional script-specific rules may be added to the proposal as required.
