将《注册管理机构-注册服务机构协议》(RRA) 修正程序与"gTLD 注册数据临时规范"结合使用

ICANN 的《注册管理机构-注册服务机构协议》修正程序(只能与"gTLD 注册数据临时规范"结合使用)

按照 gTLD 注册数据临时规范第 6.3.2 节的规定,对于 gTLD 注册管理运行机构提交其《注册管理机构-注册服务机构协议》(RRA) 修正案,ICANN 组织制定了如下流程,gTLD 注册管理运行机构需遵循此流程,为"gTLD 注册数据临时规范"添加已批准的语言。此流程仅适用于那些在"gTLD 注册数据临时规范"中采纳已批准语言的注册管理运行机构。

请注意:对于所有其他《注册管理机构-注册服务机构协议》修正案或与此批准形式有较大出入的变更,注册管理机构需要遵循现有的《注册管理机构-注册服务机构协议》(RRA) 修订程序,并获得 ICANN 的正式批准。

根据 gTLD 注册数据临时规范第 6.3.2 节的规定,注册管理运行机构需要按照以下步骤,修正其《注册管理机构-注册服务机构协议》:

  1. 申请修正案的注册管理机构必须向 ICANN 提交一份承保单 [PDF, 34 KB],证明该注册管理运行机构更新其《注册管理机构-注册服务机构协议》只是为了添加《注册管理机构-注册服务机构协议》修正示范条款 [PDF,59 KB] 中所包含的已批准条文以及"无标记版"和"红线修正版"的《注册管理机构-注册服务机构协议》(添加了 gTLD 临时规范已批准的语言)。

    注册管理机构需通过域名服务门户新建一个《注册管理机构-注册服务机构协议》修正案例,以此来提交这份承保单,以及"无标记版"和"红线修正版"的《注册管理机构-注册服务机构协议》。对于运营超过一 (1) 个 gTLD 的注册管理机构,注册管理运行机构必须确定修订版《注册管理机构-注册服务机构协议》所适用的顶级域。可在承保单中以承保单附件或《注册管理机构-注册服务机构协议》附件的形式提供上述信息。

  2. ICANN 将通过该门户确认收到提交的内容。在收到 ICANN 发来的确认信息后,注册管理运行机构就可以将修正后的《注册管理机构-注册服务机构协议》发送给其注册服务机构。《注册管理机构-注册服务机构协议》被纳入《注册管理机构协议》之后,ICANN 会在注册管理机构协议网站上发布相关更新版本。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
