ICANN 审议 gTLD《注册管理机构-注册服务机构协议》修订案的程序

关于 gTLD《注册管理机构-注册服务机构协议》(RRA) 修订案,ICANN 制定了以下审议流程,该流程要求注册管理机构提出的此类修订必须征得 ICANN 的批准。制定这项流程的目的在于确保 ICANN 批准 RRA 的变更之前,能够获得注册服务机构的意见和建议(如果适合,还包括公众意见)。

RRA 修订案的审议程序如下所示:

  1. 当注册管理机构请求修订其 RRA 时,须向 ICANN 提交一份用红线明确标识所有变更内容的 RRA 提案副本,以及一份涵盖范围说明。在注册管理机构提交的涵盖范围说明中,应当说明提议变更 RRA 的目的。尽管并非强制,但是建议注册管理机构在提交 RRA 变更提案之前,与 ICANN 召开一次电话磋商会议。
  2. ICANN 随后会将这份提议的 RRA 红线修订版,连同涵盖范围说明一并转发给注册服务机构利益相关方团体进行审核;与此同时,ICANN 将就提议的变更展开内部审核。注册服务机构审核期的长短取决于这份变更提案的复杂程度或其他因素,但是审核期通常不会超过二十一 (21) 天。一般情况下,ICANN 会在其网站上公布提案和涵盖范围说明。
  3. 在注册服务机构审核期结束时,如果提出了任何问题,ICANN 都将与该注册管理机构和注册服务机构利益相关方团体进行磋商,以尝试解决所有问题。
  4. 如果协商后的结果是对提案进行变更,ICANN 将向注册服务机构利益相关方团体提交一份修订后的文档,并且会设立另一个审核阶段,该审核阶段一般不会超过十五 (15) 天。在第二个审核阶段结束后,ICANN 将尝试与相关注册服务机构和注册管理机构进行磋商,以解决所有遗留问题。
  5. 在执行了上述审核及磋商流程后,ICANN 将批准或否决提议的变更。在提议的变更中,有些变更需要获得 ICANN 董事会的批准,例如,如果变更会对第三方或 DNS 的安全性和稳定性产生实质影响,那么这样的变更就需要征得 ICANN 董事会的批准。

Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
