Policy Support Officer

Department: Policy Development Support

Manager's title: VP Policy Development Support

Position purpose:

The key purpose of this role is to analyse technological, economic and legal developments of importance to ICANN's policy development processes.

Key result areas and KPI's performed:

These KRAs will form the base of the Performance Plan that is to be developed for the incumbent of the position. Each element of the performance plan will have explicitly defined goals attached in terms of time, quality and delivery outcomes.

Responsibilities:
(These responsibilities should be read in conjunction with the ICANN bylaws and related processes http://www.icann.org/general/bylaws.htm, particularly Art. VIII, Art. IX, Annex B and C)

  1. Task 1: analysis
    • Analyse relevant technological, economic, technical policy, and legal developments in relation to a number of areas such as IP numbering and addressing, the evolution and functioning of the Internet’s domain name system, and the economic and technical roles and functions of various stakeholder groups
    • Follow in particular the issues of relevance to the Regional Internet Registries and the country-code Top-Level-Domain registry operators and their constituencies
    • Where appropriate and requested, provide assistance to the relevant Supporting Organisations and Advisory Committees in order to provide for:
      • better understanding of issues or
      • informed discussions on issues of importance or
      • a smooth running of any policy development processes;
    • Facilitate communications between Supporting Organisations and Advisory Committees on issues of relevant development
    • Liaise with the various stakeholder communities to understand current issues of importance to them
    • Manage relevant study contracts and perform/manage other research
    • Identify issues which are likely to come before the ICANN Board
    • Provide reports and briefings to ICANN’s Board or management on relevant developments
  2. Task 2: co-ordination
    • Liaise with other Policy Development Support staff and the other relevant departments to assist in broadening the understanding of the developments among ICANN staff
    • Advice ICANN management whether it would be appropriate to develop a recommendation as to whether the relevant Supporting Organisations or Advisory Committees should be informed and/or requested to initiate a Policy Development Process, if appropriate
  3. Task 3: Reporting
    • On all of the above, report to and coordinate with VP Policy Development Support

Location/Travel:

ICANN currently has offices in Marina del Rey, California, and Brussels, Belgium. Candidates are required to be available to work in an ICANN location but the decision on which will be taken in consultation with the successful candidate.

The incumbent is expected to travel to ICANN meetings (currently 3 times a year at different locations around the world), to relevant meetings of the ASO and ccNSO (other than at the ICANN meetings), Regional Internet Registries, ccTLD’s, and to other relevant meetings around the globe.
