A vital part of ICANN's processes is the opportunity for there to be public comment on each substantial piece of work before it is put forward for final approval. This is an archive of one month's public comment periods, arranged according to the month in which the comment period was closed.

Each box below provides a brief explanation of what the comment period hoped to achieve, as well as: links to relevant reports and/or webpages; a link to the official announcement of the comment period; a link to where all existing comments can be found; and an email link for anyone that wished to send in a comment. A "summary/analysis" objectively reviews the comments.

Bylaws Revisions re: Committees

Explanation: At its 7 November 2008 Board meeting in Cairo the ICANN Board determined that in the best interests of ICANN, the Conflicts of Interest Committee and the Reconsideration Committee should be dissolved and the responsibilities of those committees should be transferred to the Board Governance Committee.

Here are the proposed Bylaws revisions [PDF, 101K] as required pursuant to the above resolution.

Inter-Registrar Transfer Policy (Initial Report)

Explanation: The Inter-Registrar Transfer Policy (IRTP) Part A Policy Development Process is the first in a series of five planned policy development processes (PDPs) to address areas for improvements in the existing Inter-Registrar Transfer Policy.

The IRTP Part A PDP concerns three ‘new’ issues: (1) the potential need for exchange of registrant email information between registrars, (2) the potential need for including new forms of electronic authentication to verify transfer requests and avoid ‘spoofing’, and (3) to consider whether the IRTP should include provisions for ‘partial bulk transfers’ between registrars. A Working Group, launched by the GNSO Council for this PDP, started its deliberations on 5 August 2008 and has now published an Initial Report. The Working Group is inviting your comments on the Initial Report which can be found below:

Proposed .AERO Sponsorship Agreement

Explanation: The current .AERO sponsorship agreement was due to expire on 17 December 2006 and was renewed a number of times, similarly to the other proof-of-concept sTLDs, to permit adequate time to satisfactorily conclude the renewal negotiation. ICANN Staff has concluded the negotiation and the proposed agreement may be viewed here [PDF, 56K] and the appendices here [PDF, 748K].

Public comment is sought on the proposed agreement and appendices. Comments may be submitted via email to aero-renewal-2008@icann.org and viewed at http://forum.icann.org/lists/aero-renewal-2008/.
