Carlos is an attorney graduated from the Colombian Universidad de los Andes Law School; he served for almost 5 years as the head of the Legal & Business Affairs Division at Sony Music in Colombia, Ecuador, Venezuela and Peru; while in this position he was a member of the Andean Legal Committee of the IFPI (International Federation of the Phonographic Industry). Prior to that, he served as Attorney and Senior Legal Coordinator at the local law firm of the Business Software Alliance (www.bsa.org) in Colombia, where he focused heavily in IP licensing compliance. After leaving Sony Music he joined the International Attorneys Program at the prestigious law firm Holland & Knight in Miami (Florida), and then held his own consulting practice attending clients throughout Latin America.

He is a former representative for Colombia of the Counter Pedophilia Investigative Unit (www.cpiu.us) and of Alfa-Redi (www.alfa-redi.org), and is a member of the Electronic Commerce Subcommittee of the International Chamber of Commerce in Bogota. His articles on terrorism and piracy, digital evidence, cyber crime, information security, and other major issues have been published in Colombia, Venezuela, Argentina and Spain; he has given lectures before many audiences, including the Interpol South America Cyber Crime Working Group, Peruvian Interpol, Colombia's main law enforcement agencies and military forces and has had working relationships with the United States Secret Service Bogota Field Office, and the International Criminal Investigative Training Assistance Program of the Department of Justice, in Bogota.

Carlos participates in some of the cyber crime information sharing environments of the National Cyber-Forensics & Training Alliance.
